COUNCILWOMAN Jannie Blackwell is known as one of Philadelphia’s most-compassionate defenders of its citizens who are homeless. For her birthday last Friday, she threw a mammoth party – not for herself, but for them. Here she joins West Philadelphia’s Rev. Willie Singletary, who is also a Traffic Court Judge, as he gives the invocation before a luncheon was served.

BY 12 NOON, line was already 100 people long, wrapping around City Hall.
