
CENTER CITY DISTRICT Exec. Dir. Paul Levy held forth at breakfast seminar hosted by Zarwin Baum law firm in Center City this morning. Levy, a respected leader credited with turning around Center City over last 25 years, has been warning city that Phila. lags in job growth behind other large Eastern cities – chiefly due to poor policies that stifle new business. As a result, he says, city cannot take full advantage of increasing appeal of urban life to young middle-class workers.
