PHILA.'S HISTORIC Land Bank Bill was signed into law by Mayor Michael Nutter one hour ago in City Hall, witnessed by, among others, from left, Council members David Oh, Mark Squilla, Jannie Blackwell, Curtis Jones Blondell Reynolds Brown and Council president Darrell Clarke. Phila. becomes largest county in USA to deploy such an institution, aimed to speed up process of recycling blighted and abandoned real estate.
